ABOUT THE NEW YORK CITY BOARD OF CORRECTION

The New York City Board of Correction ("BOC") is a nine-person, non-judicial oversight board, which regulates, monitors, and inspects the correctional facilities of the City. Established in 1957, BOC is one of the earliest independent oversight boards of custodial and detention settings in the United States. The Mayor, City Council and presiding justices of the Appellate Division of the Supreme Court for the First and Second Judicial Departments (in joint nomination with the Mayor) appoint its members. The City Charter mandates the Board's five functions:

-Establish and ensure compliance with minimum standards for the care, custody, correction, treatment, supervision, and discipline of all persons held or confined under the jurisdiction of the Department of Correction ("DOC").
-Investigate serious incidents.
-Review grievances from people in custody and staff.
-Evaluate the performance of DOC.
-Make recommendations on areas of key correctional planning.
The Board established the Minimum Standards on conditions of confinement in 1979, mental health care in 1985, and health care in 1991. In 2007, BOC finished a comprehensive review of the Minimum Standards and adopted a series of amendments. In 2015, the Board promulgated rules codifying ground- breaking criminal justice reforms and prohibited solitary confinement (also referred to as punitive segregation or "PSEG") for 16- to 21-year-olds and individuals with serious physical or mental health disabilities. In late 2016, the Board promulgated a new chapter of its Minimum Standards based on national standards underlying the federal Prison Rape Elimination Act ("PREA"). More recently, in 2021, the Board promulgated new regulations and amended certain existing rules to end the inhumane practice of solitary confinement in New York City jails, and to replace it with a more humane alternative that still holds people accountable for the commission of serious offenses in custody.

With offices in lower Manhattan and Rikers Island, BOC works regularly with DOC and Correctional Health Services ("CHS"), and often with other government and external partners, on a wide range of criminal justice issues germane to its oversight responsibilities. The Board brings to this work a strong emphasis on public reporting and data-driven decision making.

JOB DESCRIPTION

The Board of Correction seeks one Computer Aide to support the agency's infrastructure and application footprint. Reporting to the Director of Information Technology, the Computer Aide is responsible for the following in each of the two Board of Correction offices:

-Set up and maintain Active Directory, Windows, and Outlook access. Support employee website requests.

-Identify and control LAN hardware and software configurations using Windows & Active Directory.

-Configure and install network switch, Wi-Fi Access Points, network cabling and patch-panel cabling.

-Collaborate and troubleshoot IT issues with various units within NYC OTI to secure uninterrupted IT operation for BOC staff.

-Collaborate with NYC DOC IT to resolve IT issues related to their DOC equipment and accounts utilized by BOC staff for their day-to-day operations at Rikers Island.

-Monitor, troubleshoot, and resolve Data Manager (Web Portal) issues and monitor system data feeds.

-Trouble shoot ETL issues, develop, and update existing ETL processes using SSIS as needed to support data feed structural updates.

-Support the Board's network footprint, including configuring the network, managing the VPNs, maintaining the security measures, and allowing secure access to this network.

-Configure, install, and support all computers, VOIP phones, mobile devices, laptops, tablets, and other equipment distributed to Board employees and Board members as well as equipment in common areas, including conference room equipment.

-Inventory and control allocation of application licenses and agency equipment. Assess the condition and allocation of items and make recommendations for the maintenance of license and equipment levels to ensure continuity of operations. Request the procurement of items to maintain adequate stock. Prepare equipment slated for salvage and prepare accompanied documentation.

-Monitor printer inventory levels including toner, ribbon, and other supplies. Act as point of contact for printer replenishment and repairs, and issue Resolution.

-Provide technical support to staff regarding usage or functionality of IT products and services. Support software including (but not limited to) the Microsoft Office Suite of products, Adobe Suite,

Data Manager, and the agency's legacy mainframe system(s).

-Provide client support to Board staff and Board members. Intake and resolve staff requests for assistance and new applications and/or equipment. Provision staff with equipment and applications as needed per BOC and OTI security & policy.

-Assist with Server Support and ensure that all servers and desktops are following OTI and Citywide Security Policy. Support the management of the Board's security and security practices.

-Attend OTI and Board required training. Stay up to date with position related certifications and training as needed.

The ideal candidate is well organized, dynamic, customer-focus, proactive and is strong in team-player, multi-tasking, and problem- solving skills. With very considerable latitude for independent initiative and judgment, the candidate must be a fast learner who can work well independently with resourcefulness to find answers on their own. The ability to communicate clearly, concisely, and professionally in written responses to emails and oral responses to calls is needed. The candidate must be able to maintain confidentiality and always protect sensitive information.

MINIMUM QUALIFICATION REQUIREMENTS :

1.A certificate from an accredited technical school (approximately 675 hours) with a specialization in computer operations, and two years of satisfactory full-time computer operations experience, in a large- scale networked, multi-tiered, or mainframe computer environment, or two years of satisfactory data communications network experience working in a mainframe or multi-tiered computer environment; or

2.A baccalaureate degree from an accredited college or university and three years of satisfactory full- time experience as described in "1" above; or

3.A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience as described in "1" above; or

4.A satisfactory combination of education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have at least two years of full-time experience as described in "1" above.

EXPERIENCE / SKILLS STRONGLY PREFERRED:

-Proficient in MS Office products such as Word, Excel and Outlook and PowerPoint
-FTP, SFTP, FTPS, Web Services and other data transfer/protocol/automation experience.
-Proficient in MS Windows Server, SSIS, Visual Studio, and developing data forms.

-Experience with administration of Android and iOS devices (phone and tablet).
-Ability to troubleshoot user issues and provide training to staff
-ServiceNow Ticket Administration.
-Helpdesk support experience.
-Familiarity with client/server technologies, SQL relational databases, SQL Reporting, SQL Queries, and computer operational concepts.
-Ability to handle confidential and sensitive information in a professional manner with discretion and integrity.
-A valid driver's license.
-Ability to work independently.
-Strong organization skills.
-Commitment to problem-solving approaches and creating efficiencies.
-Ability to lift and move desktop computers and other IT-related equipment's and inventory as needed.
-Interest in the Board of Correction's mission and mandate.

Qualifications

1. A four-year high school diploma or its educational equivalent, and
(a) six months of full-time mainframe, mini-computer or LAN/WAN computer operations experience or service desk/desk top support experience acquired in the past one year and three months; or
(b) graduation from an approved technical school (approximately 675 hours) with a specialization in mainframe/mini-computer operations and/or technical support acquired in the past five years and three months; or (c) currently valid A+ or Network+ certification; or
2. An associate degree or 60 semester credits from an accredited college including or supplemented by 12 semester credits in computer technology; or
3. Education and/or experience that is equivalent to "1" or "2" above. Undergraduate credit may be substituted for experience on the basis of 30 semester credits, from an accredited college, including or supplemented by six credits in computer technology for three months of experience. However, all candidates must have a high school diploma or its educational equivalent.

Experience which primarily involves performing computer data entry and/or using word processing, spread sheet and/or database applications as an end user is not acceptable towards meeting the education and experience requirements for this examination.
